Mike Lawrence's 41 years of workforce development experience includes serving as Executive Director of the North Central Workforce Board in Pennsylvania for 23 years and many other workforce related functions.

Later, he served at Penn State University as the Director of Workforce Development Initiatives in the Office of Economic and Workforce Development. In this position, he helped Local Boards with various planning activities focused on development of online learning. He also delivered statewide staff professional development for Pennsylvania's One-Stop system and facilitated a statewide US Department of Labor Plastics Industry Initiative.

Currently Mike is leading through ICF various efforts related to Registered Apprenticeship in Cyber Security, improving the state apprenticeship training office and other related Information Technology Apprenticeship and Work Based Learning Projects.

As a consultant, Mike has assisted numerous Local Boards, nonprofit organizations, community-based agencies, community colleges, and other key stakeholders in prioritizing and aligning their staffing and resources under the public workforce system. Mike has also led and managed two US Department of Labor National Emergency Grants for the Commonwealth of Pennsylvania emphasizing On-the-Job Training and also other types of available education opportunities. Through the support of various foundation resources, he has assisted post-secondary education with integrating with the public workforce system related to adult college completion and prior learning assessment. Mike has also assisted the US Department of Labor H1B and Reentry Employment Opportunities.

Mike serves as Chair of the Board of the Maryland Rural Development Corporation (MRDC) and Chair of ANSI National Accreditation Board’s Certificate Accreditation Program Accreditation Committee (CAPAC).
